For further implementation of the State Council concerning the optimization of port business environment to promote cross-border trade facilitation work plan of the circular (guo fa [2018] no. 37) about “encourage competition, break monopoly” work requirements, continuously optimize the port business environment, promote trade facilitation, activate market, further easing the burden on enterprises, In accordance with the “Notice of The General Office of the State Council on Comprehensively Implementing the Administration of the List of Administrative License Items” (State Administration of Development (2022) No. 2), the General Administration of Customs hereby announces the following matters related to further optimizing the supervision of entry-exit quarantine treatment:

　　I. The Customs shall examine and approve the units engaged in quarantine and treatment of entry-exit animals and plants, and strengthen supervision and administration. The units implementing exit and entry health quarantine and health treatment need not obtain customs approval. Those who have obtained exit and entry health quarantine and health treatment approval in the previous stage shall be withdrawn, without affecting the current business.

　　II. The entry-exit health quarantine and health treatment enforcement unit shall have the ability of on-site disinfection, deinsectization and deratization, and be equipped with operators and special equipment; Operators should be professionally trained and master the basic knowledge and skills of disinfection, deinsectization, deratization and personal protection.

　　III. Entry and exit animal and plant quarantine disinfection and disinfestation treatment units and exit and entry health quarantine and health treatment enforcement units shall bear corresponding main responsibilities. The Customs shall strengthen supervision over on-site operations of entry-exit animal and plant quarantine and disinfection treatment as well as entry-exit health quarantine and sanitation treatment according to law, and the relevant units shall provide cooperation.

　　V. Entry and exit animal and plant quarantine and disinfection treatment units and exit and entry health quarantine and treatment implementation units shall carry out their work in strict accordance with relevant technical norms and standards to ensure the quality of work and production safety.
